Annex III of NR-33 – Training: Course Load, Periodicity, and Program Content

1. Course load and periodicity

    1.1 The course load and periodicity of training for entry supervisors, attendants, authorized workers, and the emergency and rescue team must follow the provisions of Table 1 of this Annex.

    1.2 The practical part of the initial and periodic training for entry supervisors, attendants, authorized workers, and the emergency and rescue team must be at least 50% of the workload provided in Table 1 of this Annex.

    2. Program content

    2.1 The program content of the initial training must include information about:

    a) For the entry supervisor:

    I. Definitions;
    II. Identification of confined spaces;
    III. Recognition, evaluation, and control of risks;
    IV. Operation of equipment used;
    V. Procedures and use of PPE;
    VI. Criteria for selecting and using equipment for risk control;
    VII. Knowledge about safe practices in confined spaces;
    VIII. Occupational health and safety legislation;
    IX. Respiratory Protection Program;
    X. Classified area;
    XI. Basic knowledge of rescue and first aid; and
    XII. Rescue operations.

    b) For the attendant and authorized worker:

    I. Definitions;
    II. Recognition, evaluation, and control of risks;
    III. Operation of equipment used;
    IV. Procedures and use of PPE; and
    V. Basic knowledge of rescue and first aid.

    c) For the emergency and rescue team:

    Topics established in current national technical standards addressing technical rescue in confined spaces, and in the absence thereof, in international technical standards.

    2.2 The equipment used in the training must be selected to ensure participants’ learning in situations similar to those found in their workplaces.

    2.3 The content of periodic and occasional training will be defined by the organization and must include the basic safety principles compatible with the type of confined space and the activities carried out within it.
