NR11 – Transport, Moving, Storage and Handling of Materials

NR-11 was originally issued by Ordinance MTb No. 3.214 on June 8, 1978, to regulate Articles 182 and 183 of the Consolidation of Labor Laws (CLT), as revised by Law No. 6.514 on December 22, 1977, which amended Chapter V of the CLT.

NR-11, defined as a Special Standard by SIT Ordinance No. 787 on November 27, 2018, regulates work execution without being tied to specific sectors or economic activities. Over 42 years, NR-11 underwent three revisions, the first by SIT Ordinance No. 56 on July 17, 2003.

This first revision responded to high accident rates in marble, granite, and other stone slab handling. The National Permanent Commission for the Mineral Sector and the Subcommittee for the Marble and Granite Sector proposed technical regulations for moving and storing stone slabs, approved at the 35th CTPP Meeting on September 2, 2003, resulting in Annex I to NR-11.

The second revision by Ordinance SIT No. 82 on June 1, 2004, updated item 11.2.5 to limit stack heights in warehouses and revoked item 11.2.6, following a proposal by Fundacentro. This change was approved at the 36th CTPP Meeting on November 27-28, 2003.

The third revision, approved at the 83rd CTPP Meeting on November 24-25, 2015, and published by MTPS Ordinance No. 505 on April 29, 2016, amended Annex I of NR-11.
