NR24 – Sanitary and Comfort Conditions in the Workplace

NR-24 was originally issued by MTb Ordinance No. 3.214 on June 8, 1978, establishing sanitary and comfort conditions in workplaces to regulate Clause VII of Article 200 of the CLT, as revised by Law No. 6.514 on December 22, 1977.

NR-24, classified as a Special Standard by SIT Ordinance No. 787 on November 27, 2018, underwent a minor change in 1993 (Ordinance SSST No. 13) and a major revision in 2019 (SEPRT Ordinance No. 1.066). Due to limited updates since its publication, many items became outdated or difficult to apply.

In 2012, the proposed revision was submitted for public consultation through SIT Ordinance No. 320. A Tripartite Working Group (GTT) was established in 2014 to consolidate public suggestions and draft the final text. Extensive discussions led to 20 meetings between 2014 and 2017, but consensus on several issues, including accessibility and implementation timelines, remained elusive.

The draft was revisited in 2018, with further discussions failing to resolve all issues. In 2019, the CTPP approved a new schedule to finalize the NR-24 revision. The government proposed a revised draft based on prior discussions and new administrative guidelines. The GTT reviewed this draft in July 2019, reaching consensus on most points but forwarding three unresolved items to the CTPP.

At the 1st Ordinary CTPP Meeting in August 2019, the NR-24 text was approved except for three items, which were later resolved through further negotiation. The final consensus text was published on September 23, 2019, by SEPRT Ordinance No. 1.066, updating NR-24 to reflect modern workplace hygiene and comfort standards.
