1. The following activities or operations are considered hazardous, granting workers a 30% hazard pay, including those operating in the risk area:

2. Definitions for the purposes of this Regulatory Standard (NR):
I. Operation and maintenance services for vessels, tank wagons, tank trucks, pumps, and flammable containers:
a) Inspection, calibration, measurement, stock counting, and sampling activities in tanks or any containers filled with flammables.
b) Surveillance, empty non-degassed container organization, propelling pump services in closed spaces, and superintendence.
c) Maintenance, repairs, washing, painting of vessels, tanks, supply vehicles, and any non-degassed empty containers.
d) Degassing and washing of vessels, tanks, vehicles, supply pumps, or any containers that contained liquid flammables.
e) Any other maintenance or operation activities, such as warehouse services, office, safety inspection laboratory, stock checking, medical clinic, engineering, general workshops, boilers, mechanics, electricity, welding, filling, closing, and organizing any containers with substances considered flammable, provided these activities are carried out within hazardous areas, subject to approval by the Ministry of Labor.
II. Operation and maintenance services for vessels, tank wagons, tank trucks, and liquefied gas flammable containers:
a) Inspection activities at possible leak points in the storage, distribution, and tank measurement systems through direct escape processes.
b) Superintendence services.
c) Maintenance activities of the fleet of tank trucks, carried out within the area and around normal or eventual escape points.
d) Decanting, degassing, washing, repairs, painting, and airing of tanks, cylinders, and LPG bottles.
e) Any other maintenance or operations, carried out within areas considered hazardous by the Ministry of Labor.
III. Storage of liquid flammables, in tanks or containers:
a) Any activities carried out within the safety basin of the tanks.
b) Drum or can arrangement or any other activities carried out within the flammable storage building or open spaces with filled flammable containers or non-degassed or decanted containers.
IV. Storage of liquefied gas flammables, in tanks or containers:
a) Container arrangement or any other activities carried out within the flammable storage building or open spaces with filled flammable containers or non-degassed or decanted containers.
V. Operations at service stations and fuel pump stations for liquid flammables:
a) Activities directly related to the refueling of vehicles with an explosion engine.
VI. Other activities, such as maintenance, lubrication, vehicle washing, mechanics, electricity, sales office, and management, subject to approval by the Ministry of Labor.
VII. Filling of any containers (drums, cans) with liquid flammables:
a) Filling, closing, and arranging cans or boxes with cans.
VIII. Filling of any containers (cylinders, bottles) with liquefied gas flammables:
a) Filling, weighing, inspection, stowage, and arranging cylinders or LPG bottles.
b) Other activities carried out within the area considered hazardous, subject to approval by the Ministry of Labor.
3. Risk areas:

4. Conditions that do not characterize hazard for additional pay:
4.1 Handling, storage, and transportation of liquid flammables in certified packages, whether simple, combined, or composite, as long as the limits stated in Table I below are observed, regardless of the total number of packages handled, stored, or transported, provided the Regulatory Standards issued by the Ministry of Labor and Employment, NBR 11564/91, and legislation on hazardous products related to the means of transport used are followed;
4.2 Handling, storage, and transportation of containers up to five liters, sealed during manufacturing, containing liquid flammables, regardless of the total number of containers handled, stored, or transported, provided the Regulatory Standards issued by the Ministry of Labor and Employment and legislation on hazardous products related to the means of transport used are followed.

Glossary
Boxes: Elements with rectangular or polygonal faces, made of metal, wood, cardboard, flexible plastic, rigid plastic, or other compatible materials.
Certified Packaging: Those approved in the tests and performance standards set for packaging, according to NBR 11564/91.
Combined Packaging: A combination of packaging, consisting of one or more inner packagings packed in an outer packaging.
Composite Packaging: Consists of an outer packaging and an inner container, constructed in such a way that the inner container and the outer packaging form a unit that remains integrated, being filled, handled, stored, transported, and emptied as such.
Containers: Containment elements, with any closure means, intended to receive and contain liquid flammables. Examples: cans, bottles, etc.
Drums: Cylindrical elements with a flat or convex bottom, made of metal, plastic, wood, fiber, or other suitable materials. This definition also includes other shapes, excluding jerricans. For example: a round container with a clamped lid or a bucket shape.
Packaging Group: Liquid flammables are classified for packaging purposes according to 3 groups, based on the risk level:
- Group I – high risk
- Group II – medium risk
- Group III – low risk
For the classification of Packaging Group based on risk, the classification described in the table of item 4 – Dangerous Products List, of Ordinance No. 204, of May 20, 1997, of the Ministry of Transport, will be adopted.
Inner Packaging: Those requiring outer packaging for handling, storage, or transport.
Jerricans: Metal or plastic elements, with a rectangular or polygonal section.
Liquid Flammables: For the purposes of the hazard allowance are defined in NR-20.
Outer Packaging: The external protection of a composite or combined packaging, along with any other necessary components to contain and protect containers or packagings.
Packaging or Simple Packaging: Containers or any other necessary components or materials to package, whose function is to contain and protect liquid flammables.
Sealed: Closed during the filling process, so they do not present leaks under normal handling, storage, or transport conditions, as well as due to temperature, humidity, or pressure variations, or under the effects of shocks and vibrations.
