NR-37, “Health and Safety on Oil Platforms,” was established by MTb Ordinance No. 1186 on December 20, 2018, based on Annex II of NR-30. It sets minimum safety and health requirements for work on oil platforms in Brazilian Jurisdictional Waters (AJB), comprising 33 chapters and 9 annexes. The regulation aims to reduce accidents and occupational diseases, preserve the marine environment, and ensure platform integrity.
NR-37 development involved multiple stages: a Technical Group (GT) formed by the Permanent Tripartite Commission (CTPP) in 2011 held monthly meetings from 2012 to 2013. The draft was subjected to public consultation in 2013, extended by 30 days at the request of business representatives. After reviewing approximately 3,500 suggestions, the GT considered around 400 relevant topics.
A Tripartite Working Group (GTT) was formed in late 2015, meeting 22 times over 2016-2018, refining the NR-37 text. Despite additional modification requests from business representatives, the final text was unanimously approved at the 95th CTPP Meeting in November 2018 and published by MTb Ordinance No. 1.186.
In 2019, a new Tripartite Technical Group addressed further business concerns, leading to a 12-month extension for implementing certain items through SEPRT Ordinance No. 1.412.
